The Cheapest Credit Cards Now

As I noted in my last post, Consumer Action, the non-profit financial education group, has competed itsannual credit card survey, a mind-numbing task that had researchers Vickie Tse, Dennis Wong and Ruth Susswein examining 41 cards from 20 different banks.

Some of the findings are pretty eye-opening. To make up for income that finance companies may have lost because of fee limits imposed by the CARD Act, they have raised rates. So even though the prime rate stayed steady at 3.25 percent in the last year, Consumer Action found that the average variable rate shot up from 13.2 percent in 2009 to 15.06 percent in 2010. (Only one card had a fixed rate, and it’s no longer available.) How did banks get those rates up when the prime was static? Well, a variable rate is composed of two elements: a rate tied to an index (the prime rate or LIBOR) and a margin, which is essentially the bank’s profit. If your card’s margin is 12 percent, and the index is 3.25 percent, your rate is 15.25 percent. If the index rises, so does your rate, and card companies don’t have to tell you in advance. And, if the bank decides it wants to boost its margin, it can do so with only 15 days’ notice. And that’s how a lot of issuers got your rate up into nosebleed levels — raising the margin. Thanks to the CARD Act, however, the new higher rate applies only to new purchases, not to existing balances.

Consumer Action identified credit cards with the lowest variable rates. Of course, you qualify for them only if you have an excellent credit rating. Not to be too finger-waggy (can’t help myself), but, seriously, if you have a poor credit history, you should be concentrating on getting rid of your debts, not on adding a new option for charging more. So if you’re in the market for a new card, here are six to investigate.

    It’s hard to imagine life without a credit card as these days you can use them almost anywhere, anytime. Perhaps you want to splash out in the sales, treat your family to a holiday or maybe indulge in some online shopping. There’s no doubt that credit cards can be a quick and easy way to pay for a wide range of goods and services. Plus, you can spread the cost over several months, allowing you to budget. But picking the right credit card can be confusing as there are so many different deals on the market. Our guide explains how credit cards work – and how to select the right card for you.

    What is a credit card?

    A credit card is basically a loan, but if you clear your balance in full when you receive your monthly statement, the loan is interest free. If you can’t afford to pay off the outstanding debt, you can make monthly payments, but you will normally be charged interest. The rates vary, but 19% is typical.

    Credit card comparison

    When using our credit card comparison tool, decide what you are going to use the card for. You can choose between balance transfer cards, purchase cards, money transfer cards, cards that reward your spending and cards to use abroad

    • 0% purchase cards: enable you to buy items upfront, while paying off the amount you’ve spent over a stated period without incurring any interest charges.
    • Balance transfer cards: enable you to transfer an existing credit card balance to a new card that charges less interest.
    • Reward cards: – these cards offer cashback or loyalty points.

    If you want to use a card for shopping, there’s little point in applying for a 0% balance transfer rate. Shoppers should search for a deal that offers a low rate on purchases. Some cards, for example, charge 0% on purchases for a number of months, and they can be a cost effective way to pay for a big ticket item, such as a washing machine or sofa. If you clear the debt before the 0% deal expires, you will pay no interest whatsoever.

    Low rate cards are better suited to people who are not able to pay their balance in full each month. There is no introductory interest rate offer. Instead, you will pay a relatively low rate of interest for as long as it takes to clear your debt.

    People who have run up debts on another card or cards at a high rate of interest can save money with a balance transfer deal. Let’s say you have accumulated debts of £3000 on a card that charges interest at 19%. If you switch the outstanding balance to a card that charges 0% interest for 24 months, you can instantly cut the cost of your debt.

    Reward cards are ideal if you pay off your balance every month as the interest rate is irrelevant. You can therefore look out for a card that offers cashback or loyalty points.

    There are also various deals available for people who take their credit card abroad and for those who have a poor credit history.

    Pros and cons of credit cards

    Credit cards can be a great way to pay for goods and services without having to stump up the money upfront. You can even use your credit card like an interest-free loan, allowing you to borrow money for free. You also get some protection under the Consumer Credit Act if you buy something with a credit card.

    But let’s not forget that it’s easy to run up expensive debts with a credit card, especially if you pay off only the minimum balance each month. You can also get into financial difficulty if you don’t stick to the rules. For example, most companies charge a penalty if you miss a payment, make a late payment or breach your credit limit. Bear in mind, too, that most issuers reserve their best deals for people with a spotless credit record, so your application could be turned down.

    5 ways to check if your landlord is a slumlord

    Landlord credit checkWhen picking a place rent, you ideally want to find a nice rental in a decent neighborhood, a location that’s convenient to work, school or social activities, not to mention a place that fits your budget.

    Finding a good landlord or property manager is also vital, even though that’s often an overlooked aspect of apartment hunting, because a bad landlord can be a nightmare.

    Renting is on the rise

    There are currently more than 43 million renter households in the United States, according to Harvard’s Joint Center for Housing Studies.

    The Urban Institute predicts that the rental market will increase significantly, surging to nearly 48 million and 54.1 million in the years 2020 and 2030, respectively.

    If you’re among the nation’s growing ranks of renters, or you might become a renter down the road, here are five ways to check out a potential property and investigate a prospective landlord to avoid a slumlord.

    No. 1: Cast a critical eye beyond aesthetics

    When you visit an apartment, trust your instincts and don’t allow yourself to be fooled by surface details that can mask deeper problems – like mold, bedbug infestations or serious code violations.

    Just because you see neatly cut grass or a fresh coat of paint doesn’t mean everything is fine, says Ken Volk, president and founder of Arizona Tenants Advocates, Inc.

    Beyond pure aesthetics, note the construction and working order of things like doors, locks, windows and faucets. Also look for the presence of adequate lighting, security cameras, smoke and carbon monoxide detectors – the latter of which are required in some states.

    “Walk through the apartment and observe it carefully,” Volk suggests. “Take pictures, try the electrical outlets, turn on the fans, and make a list of anything that isn’t working.”

    Especially note any major red flags related to routine upkeep, as well as common safety and security features.

    No. 2: Talk to current renters

    Speaking to other renters can give you valuable insights into what it would be like to live as a tenant in a given building – before you sign a lease.

    Tenants will be able to tell you everything from how quickly maintenance issues are handled to whether the property manager respects tenants’ rights.

    In certain instances, renters may candidly tell you that a landlord has a history of neglect, or that all of his units suffer from leaking roofs, faulty plumbing or no heat.

    “You can also ask a local Landlord Tenant Association about the number of complaints against a property or landlord,” says Sherese Brewington-Carr, a human services consultant and paralegal in Wilmington, Delaware.

    Even if current renters don’t badmouth the landlord directly, be sure to ask residents about tenant turnover. An apartment complex that seems like a revolving door may signal trouble with either the landlord or the facilities.

    No.3: Visit the county courthouse

    One nightmare for some unsuspecting tenants is when they pay their rent but the landlord doesn’t pay the mortgage. The property winds up in foreclosure, and renters get unfairly booted out of their homes.

    While some states have laws requiring landlords to inform renters if a property goes into foreclosure, not all landlords follow the law. Unscrupulous landlords even continue accepting new tenants without disclosing a pending foreclosure.

    To prevent this scenario, check the status of the property in the clerk’s office at the county courthouse before you rent an apartment.

    Conducting a public-records search of county records can alert you to past-due mortgages, liens for unpaid water bills or code violations. “If there have been documented safety problems with a building, the office of Licenses and Inspections will know,” says Brewington-Carr.

    If you see a “notice of default,” that signals the first step in a foreclosure proceeding. Also look for bankruptcies, court judgments against the property owner, as well as civil or criminal lawsuits brought against a landlord.

    Look for the landlord’s name as both plaintiff and defendant in civil cases. That’ll show you if they’ve been sued by tenants and why, along with how aggressive the landlord is about evicting people from their apartments.

    No. 4: Do an online public-records search

    You can even check out a landlord or rental property from your computer or smartphone because a growing number of towns, cities and counties are going digital.

    For example, those seeking rentals in the Chicago area can use the Cook County Property Info website to search for an apartment by address. This database is a wealth of information, with data from multiple departments, including the Tax Assessor, Treasurer, Recorder, Board of Review and Clerk.

    Additionally, Chicago has made its building violations database available online.

    No. 5: Check out online apartment reviews

    When you’re planning to rent a new place, the wisdom of the crowd can often be a good guide, Volt says.

    That’s why he recommends perusing the online apartment ratings service ApartmentRatings.com. “Check it out and get a feel for what people are saying about the place you’re considering,” says Volt.

    ApartmentRatings.com has amassed more than 2 million ratings and reviews of apartments across the U.S., making it the largest such database in the country. Two similar services are Rent.com and Apartments.com.

    While each site touts its own unique features, they all share one thing in common: the collective voice of renters who’ve lived in a place and reviewed it.

    With online reviews, take certain overly negative comments or petty complaints with a grain of salt.

    However, for reviews of any apartment, landlord or property manager, if the overall comments show a pattern of disgruntled residents, you’d be wise to steer clear.

    Checking your credit report is in good shape is important if you want to get a mortgage, credit card, loan and more. The big credit reference agencies try to lure you in with free month-long trials, but as you can now see all your credit reports for free, there’s no need to pay at all.

    Why you should check and what you should check

    There are three credit reference agencies, Equifax, Experian and CallCredit, and they all hold information on you which lenders use. Even small errors can cause problems, so it’s important you check through your credit report. Most of this is explained in detail in our How to Boost Your Credit Rating guide, but below is a quick checklist.

    3. If you no longer have joint accounts with someone, ensure you financially delink (ie, separate).

    4. Always check your credit reports after rejection. Read why here.

    5. Cancel unused credit and store cards. Find out why unused cards can count against you.

    Should I check all three credit reports?

    If you’re doing a specific application for a company and you know which credit reference agency it uses, it’s obviously a priority to check that one. But as a general housekeeping rule we suggest you check all three credit reports at least once a year, because they all have an impact.

    Don’t worry about over-checking your credit report. It’s not recorded on it, and it’s something that only you and the credit reference agency will know about. Check EVERY detail and do it regularly. PLUS always check before making any big applications to minimise your risk of rejection. It can all be done online, it’s quick and easy.

    However, if time is short and you can only use one, then choose Experian (the biggest) or CheckMyFile (checks Equifax and Callcredit). It’s a good idea to do a check-up roughly every 12 to 18 months. Always do one in good time before making any important applications.

    Your right to check your file (costs Ј2)

    The most important thing to tell you is that you have a legal right to check your credit report. This is because it’s important you know the information that companies have on you. Here’s how to check, however before you read it please see our information on how to check for free and how to get paid to do it.

    The checks are all done online so they’re quick and easy to do (and are much more efficient than the old mail-only method).

    The statutory report contains your personal details, info on financial links to other people, whether you’re on the electoral roll, the credit accounts you have, any missed payments or defaults, and a list of other recent searches of your credit report (though these only stay on your file for a maximum of one year). All three credit reference agencies will provide you with a statutory report:

    How to check your full credit report for FREE

    Credit reference agencies used to make all their money from selling data to lenders. The idea was to help lenders predict your behaviour, which allowed them to assess whether or not you were a good person to lend to.

    Then some bright spark at the credit reference agencies realised they could generate a business called “consumer credit management”. It meant they could start to sell you monitoring products and all the other sorts of data, including your “credit score”, for the first time. You may ask why they sell it to you? Well, it makes them money, and sometimes up to Ј180 a year.

    It used to be that the only way you could check your score for free was to sign up to 30-day free trials of these services, and then cancel before the time’s up so you don’t get charged. Yet, now, you can check your report on all three agencies for free every month – though they’ll make money if you apply for credit cards and loans through them.

    Which way you choose to check your report will depend on what’s most important to you – a full monitoring service free for 30 days, or a more basic, but free-for-life service. Here’s how to do it, broken down by agency.

    When looking to get a credit card, there are a variety of things you should consider. If you want a rewards card to use frequently, you might not mind paying a $100 or $200 annual fee. You should also consider the regular APR (as opposed to the introductory rate) and the interest rate. A good interest rate is dependent on how you will use the card. For example, a 20% interest rate is fine if you plan on paying off the balance every month.

    It pays to ask these kinds of questions before you fill out the application form. Here are 9 questions you want answered before you sign on the dotted line.

    The “very first question” the consumer should ask is, “Why am I applying for this card? Why do I need this card?” says Bruce McClary, media director for ClearPoint Credit Counseling Solutions, a nonprofit affiliated with the National Foundation for Credit Counseling

    Some positive reasons: The card has low or no fees, a lower interest rate or offers a rewards program that suits your spending habits. “It has to make sense, and it has to fit into your overall lifestyle,” McClary says.

    Do you pay off your credit card balances every month? If so, “you don’t care what the interest rate is because you won’t pay any,” says Ric Edelman, author of “The Truth About Money.” “But you care about the (annual) fee,” he says.

    If you run a balance, you want the lowest rate you can get, even if that comes with an annual fee.

    One clue to your usage: “Look at your past history,” says Edelman. “Because what you’ve done before is what you will be doing.”

    If you’re shopping for a card, chances are you’re comparing card terms. But if an issuer sends you an offer, it’s tempting to apply and see what you get.

    “It’s really difficult to pick one (in isolation),” says Kelly Rogers, chief development officer for the Consumer Credit Counseling Service of Orange County and adjunct faculty at Chapman University. “If someone just shows you one car, how do you know if it’s the right car for you?”

    Her advice: Do a side-by-side comparison of several different cards before you apply.

    Don’t be afraid to plug the card name, “complaints” and “customer service” into your favorite search engine. “I go through and see who has the least amount of complaints and issues,” says Rogers.

    Some cards will give you a range of rates you could get, but often that window is pretty wide, says Nick Bourke, director of the Safe Credit Card Project at The Pew Charitable Trusts. Other cards may offer a specific rate (or terms) and either approve or reject you.

    If you’re operating totally in the dark, you have another option: Apply by phone and push for an answer on your rate and credit line before the account is opened.

    While there are no guarantees, sometimes you can get an answer, says Bourke.

    “I’ve actually done this myself,” he says, admitting “you do have to go pretty far in the process.”

    You may have to ask for the department that’s actually evaluating your application to get an answer, he says.

    “The thing that you want to do is when you’re talking to the person on the phone taking your application is you want to push them as hard as you can to get your APR and credit line,” Bourke says. Then, once you have the information and before the account is opened in your name, “you can say yes or no at that point,” he says.

    According to the Credit Card Accountability, Responsibility and Disclosure Act of 2009, if a card offers a lower interest rate during an introductory period, the promotional rate has to last at least six months. While that introductory offer may be appealing, the regular rate is what you’re really buying.

    So find out when the introductory APR expires and what the new rate will be. You can find this information online in the terms and conditions for the card or you can ask a service representative.

    Another smart question: How long is that grace period? “Some cards start charging interest immediately,” says Edelman. A card can have different grace periods for balance transfers and cash advances than it does for purchases.

    You can find information about the grace period in the credit card offer, thanks to federal rules that took effect in 2010. Look for a summary table of rate and fee disclosures, which will include a statement that explains how to avoid paying interest.

    If you’re getting the card for points or rewards, this is one you definitely need to ask, says Josh Frank, senior researcher with the Center for Responsible Lending. Some issuers will revoke rewards if you’re late with a payment by even one day, he says.

    “A lot of times, the answer they will give you is that they can take away or reduce your rewards for any reason,” he says. While that’s true, the issuer will have a policy on revoking or reducing points, and that’s what you want to ask about, he says. Under what specific circumstances would they reduce or eliminate a customer’s points?

    In most cases, “this is one the customer service agent should know the answer to,” he says.

    Some card issuers use your purchase records to assess your ongoing creditworthiness.

    That means if you suddenly use your card to purchase retread tires, pay for a session with a marriage counselor or make a purchase at a market on a sketchy side of town, you could see your APR climb or your credit limit fall, says Frank. If you see this practice as an invasion of privacy, ask beforehand if the issuer does this, he says.

    How to phrase it: Can my transactions ever be used in rating my credit risk?

    And that’s one question the customer service representative “might not know the answer to,” says Frank. “You might want to ask them to transfer you to the credit department manager.”

    If you are guaranteeing a card account by co-signing for a college student, ask if you will be on the hook for the debt after the other party turns 21, says Chi Chi Wu, staff attorney for the National Consumer Law Center.

    Many times, “there is nothing to prevent the issuers from saying you’re going to be guaranteeing this card 15 years from now — long after junior is out of college,” she says.

    In addition, find out exactly what has to be done to get you off the account. Are you free to complete those steps yourself? Or will you need the cooperation of someone who might not want you — and those charging privileges — to go away?

    Federal regulations limit your liability for unauthorized credit card charges to $50 if you report it within two business days. The longer you wait, the more you may lose. Many issuers cap losses at zero dollars, provided you follow a few rules. So find out how the card would handle charges you didn’t make, says McClary.

    Also, does the issuer monitor usage and shut down the card if it sees out-of-the-ordinary charges or spending locations? That feature can be great if you always use the card for the same types of purchases in the same geographic area, but cumbersome if you’re getting the card for travel.

    While it sounds counterproductive, you want to ask some detailed questions on how the issuer will treat you if you run into financial problems, says McClary.

    Will you lose points or benefits? Will you be hit with late fees or a penalty rate? Ask what those penalties are or look online at the terms and conditions for the card.

    Some issuers have programs to slash interest temporarily for customers who get behind, he says. Others don’t. So find out ahead of time what kind of programs the issuer offers that will help you rehabilitate your account and restore your original terms, McClary says.

    Ask about the “worst case scenario,” he says. “When do they consider an account to be charged off? And when do they send an account to a collection agency?”

    “It may be a little tough to get a hold of that information because it might not be readily available at the customer service level,” says McClary. “You may have to punch it up a level.”

    A microchip embedded under the skin will replace credit cards and keys according to Stephen Ray, who has already overseen a program for Sweden s largest state owned train operator that allows customers to scan their chips instead of using tickets.

    BBC News showcased the system in which Swedes are able to have their embedded chip scanned by a conductor who uses an app to match up their chip membership number with a purchased ticket.

    Around 3,000 people in Sweden have already had a chip embedded in their hand in order to access secure areas of buildings.

    SJ the first travel company in the world to implement the system is north Europe s largest train operator. The company initially expects around 200 people to join the program.

    Despite Ray dismissing concerns about privacy, when the program was launched some customers complained that their LinkedIn profiles were appearing instead of their train tickets when conductors scanned their biometric chip.

    You could use the microchip implant to replace a lot of stuff, your credit cards, they keys to your house, the keys to your car, Ray told the BBC.

    His sentiments echo the tone of an NBC News report last year which asserted the microchipping of children will happen sooner rather than later and that Americans will eventually accept the process as something just as normal as the barcode.

    It’s not a matter of if it will happen, but when, electronics expert Stuart Lipoff told the network.

    Concerns about the embedded microchip representing the mark of the beast mentioned in the bible have been expressed by many on the Christian right for over two decades.

    Revelations 13:16-17 talks about every man receiving a mark in their right hand, or in their forehead, without which they are not able to buy or sell .

    • It does not always work. And it may work for one store but not for the next.

    This is the simple part:

    1. Go to the retailer’s website, such as http://www.buckle.com.
    2. At this point, I usually register or join or whatever that particular store calls it. You give them your name, email, phone number and maybe address information.
    3. Pick an item or two and add it to your shopping bag or shopping cart.
    4. Begin the checkout process. Enter your shipping address, billing address, etc. and go as far as you can before it requires you to enter your credit card information. If the trick is going to work, you will get a pop up offering you an account at some point before you have to enter payment info. ACCEPT THE OFFER.
    • If you have pop-ups blocked, you may miss the offer.
    • Once you accept the account offer, you can choose whether or not you want to proceed with using your new account to finalize your purchase. You do not have to buy any of the items in your cart once you accept the offer – you will still get the account.
    • You may or may not be told the credit limit on the account. I would not expect it to be high though – they are typically $500 or less. You can always request a credit limit increase once you get your card.

    Based on my experience and what I have read from others’ experiences, the following cards are pretty easy to get this way: Express, Buckle, J Crew, and Pier 1. I have read a lot of comments that it does not work with Abercrombie Fitch – at least for a lot of people.

    The Total Rewards Visa is part of the Harrah’s Total Rewards players club. I have read that it does work with this card as well; most people discover the pop-up almost immediately after they login to their Total Rewards account.

    If you don’t get the pop-up and select a link for the card on the store’s website and then subsequently fill out an application, understand you WILL get a hard inquiry on your credit file.

    Finally, remember that even without the inquiry, you are adding a new account to your credit files. Doing so may lower your AAoA (Average Age of Accounts), which some people may not wish to do. In my opinion, for those trying to build credit history and need open, active tradelines to do so, getting a couple cards this way can help achieve this without adding an inquiry or inquiries. Keep the balances low or paid off and let the accounts age – they will really start helping 6-12 months later and beyond.

    Your medical record is worth more to hackers than your credit card

    NEW YORK/BOSTON (Reuters) – Your medical information is worth 10 times more than your credit card number on the black market.

    Last month, the FBI warned healthcare providers to guard against cyber attacks after one of the largest U.S. hospital operators, Community Health Systems Inc, said Chinese hackers had broken into its computer network and stolen the personal information of 4.5 million patients.

    Security experts say cyber criminals are increasingly targeting the $3 trillion U.S. healthcare industry, which has many companies still reliant on aging computer systems that do not use the latest security features.

    As attackers discover new methods to make money, the healthcare industry is becoming a much riper target because of the ability to sell large batches of personal data for profit, said Dave Kennedy, an expert on healthcare security and CEO of TrustedSEC LLC. Hospitals have low security, so it s relatively easy for these hackers to get a large amount of personal data for medical fraud.

    Interviews with nearly a dozen healthcare executives, cybersecurity investigators and fraud experts provide a detailed account of the underground market for stolen patient data.

    The data for sale includes names, birth dates, policy numbers, diagnosis codes and billing information. Fraudsters use this data to create fake IDs to buy medical equipment or drugs that can be resold, or they combine a patient number with a false provider number and file made-up claims with insurers, according to experts who have investigated cyber attacks on healthcare organizations.

    Medical identity theft is often not immediately identified by a patient or their provider, giving criminals years to milk such credentials. That makes medical data more valuable than credit cards, which tend to be quickly canceled by banks once fraud is detected.

    Stolen health credentials can go for $10 each, about 10 or 20 times the value of a U.S. credit card number, according to Don Jackson, director of threat intelligence at PhishLabs, a cyber crime protection company. He obtained the data by monitoring underground exchanges where hackers sell the information.

    ATTACKS ON THE RISE

    The percentage of healthcare organizations that have reported a criminal cyber attack has risen to 40 percent in 2013 from 20 percent in 2009, according to an annual survey by the Ponemon Institute think tank on data protection policy.

    Founder Larry Ponemon, who is privy to details of attacks on healthcare firms that have not been made public, said he has seen an increase this year in both the number of cyber attacks and number of records stolen in those breaches.

    Fueling that increase is a shift to electronic medical records by a majority of U.S. healthcare providers.

    Marc Probst, chief information officer of Intermountain Healthcare in Salt Lake City, said his hospital system fends off thousands of attempts to penetrate its network each week. So far it is not aware of a successful attack.

    The only reason to buy that data is so they can fraudulently bill, Probst said.

    Healthcare providers and insurers must publicly disclose data breaches affecting more than 500 people, but there are no laws requiring criminal prosecution. As a result, the total cost of cyber attacks on the healthcare system is difficult to pin down. Insurance industry experts say they are one of many expenses ultimately passed onto Americans as part of rising health insurance premiums.

    Consumers sometimes discover their credentials have been stolen only after fraudsters use their personal medical ID to impersonate them and obtain health services. When the unpaid bills are sent on to debt collectors, they track down the fraud victims and seek payment.

    Ponemon cited a case last year in which one patient learned that his records at a major hospital chain were compromised after he started receiving bills related to a heart procedure he had not undergone. The man s credentials were also used to buy a mobility scooter and several pieces of medical equipment, racking up tens of thousands of dollars in total fraud.

    MEDICARE FRAUD

    The government s efforts to combat Medicare fraud have focused on traditional types of scams that involve provider billing and over billing. Fraud involving the Medicare program for seniors and the disabled totaled more than $6 billion in the last two years, according to a database maintained by Medical Identity Fraud Alliance.

    Healthcare providers and hospitals are just some of the easiest networks to break into, said Jeff Horne, vice president at cybersecurity firm Accuvant, which is majority-owned by private equity firm Blackstone Group.

    When I ve looked at hospitals, and when I ve talked to other people inside of a breach, they are using very old legacy systems – Windows systems that are 10 plus years old that have not seen a patch.

    KPMG partner Michael Ebert said security has been an afterthought for many medical providers – whether it is building encryption into software used to create electronic patient records or in setting budgets.

    When looking to get a credit card, there are a variety of things you should consider. If you want a rewards card to use frequently, you might not mind paying a $100 or $200 annual fee. You should also consider the regular APR (as opposed to the introductory rate) and the interest rate. A good interest rate is dependent on how you will use the card. For example, a 20% interest rate is fine if you plan on paying off the balance every month.

    It pays to ask these kinds of questions before you fill out the application form. Here are 9 questions you want answered before you sign on the dotted line.

    The “very first question” the consumer should ask is, “Why am I applying for this card? Why do I need this card?” says Bruce McClary, media director for ClearPoint Credit Counseling Solutions, a nonprofit affiliated with the National Foundation for Credit Counseling

    Some positive reasons: The card has low or no fees, a lower interest rate or offers a rewards program that suits your spending habits. “It has to make sense, and it has to fit into your overall lifestyle,” McClary says.

    Do you pay off your credit card balances every month? If so, “you don’t care what the interest rate is because you won’t pay any,” says Ric Edelman, author of “The Truth About Money.” “But you care about the (annual) fee,” he says.

    If you run a balance, you want the lowest rate you can get, even if that comes with an annual fee.

    One clue to your usage: “Look at your past history,” says Edelman. “Because what you’ve done before is what you will be doing.”

    If you’re shopping for a card, chances are you’re comparing card terms. But if an issuer sends you an offer, it’s tempting to apply and see what you get.

    “It’s really difficult to pick one (in isolation),” says Kelly Rogers, chief development officer for the Consumer Credit Counseling Service of Orange County and adjunct faculty at Chapman University. “If someone just shows you one car, how do you know if it’s the right car for you?”

    Her advice: Do a side-by-side comparison of several different cards before you apply.

    Don’t be afraid to plug the card name, “complaints” and “customer service” into your favorite search engine. “I go through and see who has the least amount of complaints and issues,” says Rogers.

    Some cards will give you a range of rates you could get, but often that window is pretty wide, says Nick Bourke, director of the Safe Credit Card Project at The Pew Charitable Trusts. Other cards may offer a specific rate (or terms) and either approve or reject you.

    If you’re operating totally in the dark, you have another option: Apply by phone and push for an answer on your rate and credit line before the account is opened.

    While there are no guarantees, sometimes you can get an answer, says Bourke.

    “I’ve actually done this myself,” he says, admitting “you do have to go pretty far in the process.”

    You may have to ask for the department that’s actually evaluating your application to get an answer, he says.

    “The thing that you want to do is when you’re talking to the person on the phone taking your application is you want to push them as hard as you can to get your APR and credit line,” Bourke says. Then, once you have the information and before the account is opened in your name, “you can say yes or no at that point,” he says.

    According to the Credit Card Accountability, Responsibility and Disclosure Act of 2009, if a card offers a lower interest rate during an introductory period, the promotional rate has to last at least six months. While that introductory offer may be appealing, the regular rate is what you’re really buying.

    So find out when the introductory APR expires and what the new rate will be. You can find this information online in the terms and conditions for the card or you can ask a service representative.

    Another smart question: How long is that grace period? “Some cards start charging interest immediately,” says Edelman. A card can have different grace periods for balance transfers and cash advances than it does for purchases.

    You can find information about the grace period in the credit card offer, thanks to federal rules that took effect in 2010. Look for a summary table of rate and fee disclosures, which will include a statement that explains how to avoid paying interest.

    If you’re getting the card for points or rewards, this is one you definitely need to ask, says Josh Frank, senior researcher with the Center for Responsible Lending. Some issuers will revoke rewards if you’re late with a payment by even one day, he says.

    “A lot of times, the answer they will give you is that they can take away or reduce your rewards for any reason,” he says. While that’s true, the issuer will have a policy on revoking or reducing points, and that’s what you want to ask about, he says. Under what specific circumstances would they reduce or eliminate a customer’s points?

    In most cases, “this is one the customer service agent should know the answer to,” he says.

    Some card issuers use your purchase records to assess your ongoing creditworthiness.

    That means if you suddenly use your card to purchase retread tires, pay for a session with a marriage counselor or make a purchase at a market on a sketchy side of town, you could see your APR climb or your credit limit fall, says Frank. If you see this practice as an invasion of privacy, ask beforehand if the issuer does this, he says.

    How to phrase it: Can my transactions ever be used in rating my credit risk?

    And that’s one question the customer service representative “might not know the answer to,” says Frank. “You might want to ask them to transfer you to the credit department manager.”

    If you are guaranteeing a card account by co-signing for a college student, ask if you will be on the hook for the debt after the other party turns 21, says Chi Chi Wu, staff attorney for the National Consumer Law Center.

    Many times, “there is nothing to prevent the issuers from saying you’re going to be guaranteeing this card 15 years from now — long after junior is out of college,” she says.

    In addition, find out exactly what has to be done to get you off the account. Are you free to complete those steps yourself? Or will you need the cooperation of someone who might not want you — and those charging privileges — to go away?

    Federal regulations limit your liability for unauthorized credit card charges to $50 if you report it within two business days. The longer you wait, the more you may lose. Many issuers cap losses at zero dollars, provided you follow a few rules. So find out how the card would handle charges you didn’t make, says McClary.

    Also, does the issuer monitor usage and shut down the card if it sees out-of-the-ordinary charges or spending locations? That feature can be great if you always use the card for the same types of purchases in the same geographic area, but cumbersome if you’re getting the card for travel.

    While it sounds counterproductive, you want to ask some detailed questions on how the issuer will treat you if you run into financial problems, says McClary.

    Will you lose points or benefits? Will you be hit with late fees or a penalty rate? Ask what those penalties are or look online at the terms and conditions for the card.

    Some issuers have programs to slash interest temporarily for customers who get behind, he says. Others don’t. So find out ahead of time what kind of programs the issuer offers that will help you rehabilitate your account and restore your original terms, McClary says.

    Ask about the “worst case scenario,” he says. “When do they consider an account to be charged off? And when do they send an account to a collection agency?”

    “It may be a little tough to get a hold of that information because it might not be readily available at the customer service level,” says McClary. “You may have to punch it up a level.”

    WASHINGTON — The 2008 financial crisis was an “avoidable” disaster caused by widespread failures in government regulation, corporate mismanagement and heedless risk-taking by Wall Street, according to the conclusions of a federal inquiry.

    The commission that investigated the crisis casts a wide net of blame, faulting two administrations, the Federal Reserve and other regulators for permitting a calamitous concoction: shoddy mortgage lending, the excessive packaging and sale of loans to investors and risky bets on securities backed by the loans.

    “The greatest tragedy would be to accept the refrain that no one could have seen this coming and thus nothing could have been done,” the panel wrote in the report’s conclusions, which were read by The New York Times . “If we accept this notion, it will happen again.”

    While the panel, the Financial Crisis Inquiry Commission , accuses several financial institutions of greed, ineptitude or both, some of its gravest conclusions concern government failings, with embarrassing implications for both parties. But the panel was itself divided along partisan lines, which could blunt the impact of its findings.

    Many of the conclusions have been widely described, but the synthesis of interviews, documents and testimony, along with its government imprimatur, give the report — to be released on Thursday as a 576-page book — a conclusive sweep and authority.

    The commission held 19 days of hearings and interviews with more than 700 witnesses; it has pledged to release a trove of transcripts and other raw material online.

    Of the 10 commission members, the six appointed by Democrats endorsed the final report. Three Republican members have prepared a dissent focusing on a narrower set of causes; a fourth Republican, Peter J. Wallison, has his own dissent, calling policies to promote homeownership the major culprit. The panel was hobbled repeatedly by internal divisions and staff turnover.

    The majority report finds fault with two Fed chairmen:

    , who led the central bank as the housing bubble expanded, and his successor,

    , who did not foresee the crisis but played a crucial role in the response. It criticizes Mr. Greenspan for advocating deregulation and cites a “pivotal failure to stem the flow of toxic mortgages” under his leadership as a “prime example” of negligence.

    It also criticizes the Bush administration’s “inconsistent response” to the crisis — allowing Lehman Brothers to collapse in September 2008 after earlier bailing out another bank, Bear Stearns , with Fed help — as having “added to the uncertainty and panic in the financial markets.”

    Like Mr. Bernanke, Mr. Bush’s Treasury secretary,

    Henry M. Paulson Jr.

    , predicted in 2007 — wrongly, it turned out — that the subprime collapse would be contained, the report notes.

    Democrats also come under fire. The decision in 2000 to shield the exotic financial instruments known as over-the-counter derivatives from regulation, made during the last year of President

    ’s term, is called “a key turning point in the march toward the financial crisis.”

    , who was president of the Federal Reserve Bank of New York during the crisis and is now the Treasury secretary, was not unscathed; the report finds that the New York Fed missed signs of trouble at Citigroup and Lehman, though it did not have the main responsibility for overseeing them.

    Former and current officials named in the report, as well as financial institutions, declined Tuesday to comment before the report was released.

    The report could reignite debate over the influence of Wall Street; it says regulators “lacked the political will” to scrutinize and hold accountable the institutions they were supposed to oversee. The financial industry spent $2.7 billion on lobbying from 1999 to 2008, while individuals and committees affiliated with it made more than $1 billion in campaign contributions.

    The report does knock down — at least partly — several early theories for the financial crisis. It says the low interest rates brought about by the Fed after the 2001 recession ; Fannie Mae and Freddie Mac , the mortgage finance giants; and the “aggressive homeownership goals” set by the government as part of a “philosophy of opportunity” were not major culprits.

    On the other hand, the report is harsh on regulators. It finds that the Securities and Exchange Commission failed to require big banks to hold more capital to cushion potential losses and halt risky practices, and that the Fed “neglected its mission.”

    It says the Office of the Comptroller of the Currency , which regulates some banks, and the Office of Thrift Supervision, which oversees savings and loans , blocked states from curbing abuses because they were “caught up in turf wars.”

    “The crisis was the result of human action and inaction, not of Mother Nature or computer models gone haywire,” the report states. “The captains of finance and the public stewards of our financial system ignored warnings and failed to question, understand and manage evolving risks within a system essential to the well-being of the American public. Theirs was a big miss, not a stumble.”

    The report’s implications may be felt more in the political realm than in public policy. The Dodd-Frank law overhauling the regulation of Wall Street, signed in July, took as its premise the same regulatory deficiencies cited by the commission. But the report is sure to be a factor in the debate over the future of Fannie and Freddie, which have been run by the government since 2008.

    Though the report documents questionable practices by mortgage lenders and careless betting by banks, one striking finding is its portrayal of incompetence.

    It quotes Citigroup executives conceding that they paid little attention to mortgage-related risks. Executives at the American International Group were found to have been blind to its $79 billion exposure to credit-default swaps , a kind of insurance that was sold to investors seeking protection against a drop in the value of securities backed by home loans. At Merrill Lynch , managers were surprised when seemingly secure mortgage investments suddenly suffered huge losses.

    By one measure, for about every $40 in assets, the nation’s five largest investment banks had only $1 in capital to cover losses, meaning that a 3 percent drop in asset values could have wiped out the firm. The banks hid their excessive leverage using derivatives, off-balance-sheet entities and other devices, the report found. The speculative binge was abetted by a giant “shadow banking system” in which the banks relied heavily on short-term debt.

    “When the housing and mortgage markets cratered, the lack of transparency, the extraordinary debt loads, the short-term loans and the risky assets all came home to roost,” the report found. “What resulted was panic. We had reaped what we had sown.”

    The report, which was heavily shaped by the commission’s chairman, Phil Angelides, is dotted with literary flourishes. It calls credit -rating agencies “cogs in the wheel of financial destruction.” Paraphrasing Shakespeare’s “Julius Caesar,” it states, “The fault lies not in the stars, but in us.”

    Of the banks that bought, created, packaged and sold trillions of dollars in mortgage-related securities, it says: “Like Icarus, they never feared flying ever closer to the sun.”

So if you don t have regular income or can t afford your monthly payment, consolidating your credit card debt will not help you get back on track.

    If you can t afford to pay off your credit cards, consider other alternatives such as debt negotiation (which can reduce the balance on your credit cards) or bankruptcy.

    Will Consolidating Your Credit Card Debt Reduce Your Interest Rates?

    One of the main benefits of consolidating your credit card debt is getting a reduced interest rate. Reducing your interest rate allows you to lower your monthly payment and pay off your debts sooner. As a result, if you can t lower your interest rates by consolidating your credit card debt, then it is probably not worth the extra cost and fees you will have to incur to do it.

    Will It Take Longer to Pay Off Your Debt If You Consolidate?

    By consolidating your credit card debt, sometimes you can significantly reduce your monthly payment. However, don t assume that your payment went down solely because of a lower interest rate. If your new monthly obligation is substantially lower, it usually means a longer repayment term.

    If your repayment term is extended when you consolidate, it may take you significantly longer to pay off your credit card debt. While it may be nice to have a more manageable monthly payment, it also means paying more interest over the life of the loan. Review the terms of your consolidation carefully before deciding that it is the right choice for you.

    If you have ever disputed a charge with your debit or credit card company, you know what a potent weapon this type of complaint can be.

    The card issuer generally takes your word against the merchant or service provider at the outset, restores the money to your bank account temporarily or issues a credit and then goes about its investigation. It essentially demands that the merchant or service provider who supposedly did you wrong prove that it did no wrong at all.

    But if you have never wielded this power tool of consumerism, there are a few things you should know first. The cat and mouse game that goes on behind the scenes can be tilted much more — or much less — in your favor, depending on which charges you dispute and how you go about disputing them.

    Chances are you will need to use the dispute process sooner or later. We live in a world where you often cannot use cash to buy cocktails on an airplane and any individual can attach a card reader to a smartphone and accept card payments from anyone else. Mistakes will inevitably be made.

    Meanwhile, all sorts of online businesses depend on recurring subscription revenue. Mistakes will inevitably be made again. Oops, we somehow forgot to honor your request to cancel your subscription. Oops, we forgot again. Oh, but now it will take until the next billing cycle. Sorry!

    You have had the legal right to correct these mistakes ever since 1975, when the Fair Credit Billing Act went into effect. The law dictates that there be a process by which you can question unauthorized charges, billing errors and transactions involving goods or services you never received or merchants did not deliver in the way they were supposed to.

    This creates problems for merchants. Plenty of people pretend that they never received products that were supposed to arrive by mail and then dispute the charge, hoping their card company won’t be able to figure out that they are liars and thieves.

    Even legitimate beefs or misunderstandings create many problems. In the 12 months ending Sept. 30, 2012, Visa processed $2.07 trillion in transactions in the United States. While cardholders disputed just 0.037 percent of that amount, that adds up to $765.9 million in transactions under review. According to MasterCard, 0.05 percent of its transactions worldwide are subjects of dispute, so its card issuers will probably deal with over 15 million questionable charges this year. Several million of these disputes involve outright fraud, though none of the card networks would break out the exact percentages. Avivah Litan, an analyst at Gartner, estimates that 20 percent of disputes involve fraud.

    The rest require a lot of manual labor. Every time someone initiates a dispute, the bank that issued the card must look into it. Someone has to contact the merchant and wait for a reply that may include a receipt or other documentation.

    Merchants must carve out time to respond to each dispute. They also pay one-time fees for the privilege and may end up paying higher overall fees to accept cards if disputes are too frequent. Or they just get cut off from accepting cards altogether.

    The true cost per dispute to the banks of all of this back and forth ranges from $10 to $40, according to a 2010 estimate by the consultants at First Annapolis. Given that cost, according to Scott Reaser, a principal there, many banks will simply absorb the disputed charge on a consumer’s bill and never contact the merchant if it is below a certain threshold.

    That number will differ for every bank, though it probably averages around $25. Some large retailers, it turns out, have similar strategies, according to a 2009 Government Accountability Office report. So even if the bank contacts a merchant about the dispute, the merchant may allow the customer to win the dispute without bothering to investigate the complaint. The report did not say what the threshold was, and the G.A.O. is not permitted to identify the retailers it spoke to.

    It is tempting to conclude that you can get away with disputing any old thing under $25 and not have to worry about tangling with the merchant again. But given that frequent disputes can lead to higher costs down the road, some merchants vow to fight every one.

    Or they have consultants who make them fight as a condition of offering their assistance. That’s how Monica Eaton-Cardone, the co-founder of Chargebacks911.com, works with her merchant clients to help them keep their dispute rates down and get out (or stay out) of trouble with the companies that control their ability to accept cards.

    Why does she operate that way? The answer begins with her own painful experience in the direct response business, selling things to people who sometimes didn’t like what they received in the mail or didn’t realize they had signed up for a recurring service with regular bills.

    Faced with the threat of losing her ability to accept cards if the number of disputes didn’t decline, she realized there was a very basic problem with the process: she concluded that over 70 percent of the people disputing charges with their bank never called her, the merchant, to complain first.

    “When you go to a bank’s Web site and you see a button that says, ‘Dispute This Transaction,’ it doesn’t say that this is going to hurt the merchant and could actually increase the costs of buying a service from this business,” she said. “It just tells you that there’s a quick and easy way to cancel your subscription right here. And you can get a refund! If you don’t want to pay your whole bill, just click on this button.”

    She is not blaming consumers. They are just doing what their banks prompt them to do. “But not fighting back is sending the wrong message to consumers and card companies,” she said. “Letting the dispute go tells them that this is a sure way to get a no-questions-asked refund.”

    It is unclear how effective this campaign has been, and you could be forgiven for thinking that the dispute process is something of a free-for-all. After all, some service providers resort to outright intimidation to keep their dispute numbers low.

    The proprietors at Enchanted Attire, an online clothing retailer, wish to inform you that “you agree not to file a credit card or debit card chargeback with regard to any purchase” and that “in the event that a chargeback is placed or threatened on a purchase, we also reserve the right to report the incident for inclusion in chargeback abuser database(s) of our choosing.” Oh, and by the way, “being listed on such databases may make it more difficult or even impossible for you to use (any of) your credit card(s) on future purchases with us or other merchants.”

    Movers have been known to do this, too.This violates Visa’s and MasterCard’s rules, for starters, and none of the experts I spoke with this week knew of anyone keeping a database for this purpose that merchants could contribute to and that other merchants could gain access to. No one from Enchanted Attire returned my messages to shed light on this.

    It shouldn’t take threats to keep us in line, though. Jim Van Dyke, chief executive of Javelin Strategy and Research, suggests a simple framework for people who want to wield the dispute weapon and bask in its power but not be totally obnoxious about it.

    “The consumer owes the merchant one tangible shot, one wholehearted best effort to make things right,” he said. “But if they breach their commitment, then the consumer should simply escalate it and say goodbye to that merchant.”

    Your credit score is a measure of the likelihood that you will pay your debt as agreed. The lower your credit score, the more likely you are to default on your debt. Borrowers with higher credit scores represent a lower risk to the lender.

    Most lenders rely on your credit score to determine eligibility for private student loans. Your credit score can also affect the cost of your debt, with lower interest rates and fees reserved for borrowers with better credit scores. This is in contrast to federal education loans, which generally do not depend on your credit score.

    What is a Credit Score?

    A credit score is an objective measure of credit risk. It summarizes the information from your credit history into a single number. This forms a basis for comparing borrowers. The most popular credit score is the FICO score developed by Fair Isaac Corporation. (The name ‘FICO’ is derived from the initials of the company name.)

    Generally, the FICO score depends on the following factors:

    The recency, frequency and severity of credit activity also have an impact.

    How do Federal Student Loans use Credit Scores?

    The Stafford, Perkins and PLUS loans do not depend on your credit score. The Stafford and Perkins loans are available entirely without regard to your credit history. The PLUS loan, however, requires that the borrower not have an adverse credit history.

    An adverse credit history is defined as being more than 90 days late on any debt or having any Title IV debt within the past five years subjected to default determination, bankruptcy discharge, foreclosure, repossession, tax lien, wage garnishment, or write-off.

    How do Private Student Loans use Credit Scores?

    Education lenders generally use the FICO score in combination with other factors to determine eligibility for private student loans. The other criteria typically involve binary (yes/no) decisions, such as debt-to-income ratio and recent bankruptcies.

    Most education lenders break their interest rates and fees into five tiers, based on the borrower’s credit score. About 20% of the borrowers get the best rate, followed by 35%, 20%, 10% and 15%. Each tier has an interest rate that is 1% or 2% higher than the previous tier. This means that borrowers with the worst credit scores can have interest rates that are 5% to 6% higher than the interest rates charged to borrowers with excellent credit. The fees are also higher by as much as 9%, although some lenders roll higher fees into the interest rates.

    This means that borrowers with bad credit scores may have monthly payments that are 20% to 40% higher and pay two-thirds to 100% more interest over the lifetime of the loan as borrowers with excellent credit scores. That’s as much as double the interest!

    If you have a bad credit score, a cosigner with a good credit score can make you eligible for a private student loan. Even if you have a good credit score, a cosigner with a better credit score can potentially reduce the interest rate and fees you’ll have to pay on the loan. This is because most lenders use the better of the two credit scores to determine eligibility and the cost of credit.

    Another method of getting a better interest rate is to agree to make payments on the loan while you are in school. Many lenders give better rates for borrowers to begin repayment immediately or make interest-only payments during the in-school period.

    If you are denied a private student loan, ask the lender about their appeals process. Sometimes they will make an exception if an unusual circumstance lead to the denial, especially if the negative event is not likely to occur again. Appeals will also be accepted if the denial was the result of inaccurate information on your credit report that was subsequently corrected.

    How do Loan Applications affect Credit Scores?

    Every loan application or “inquiry” has the potential to reduce your credit score. According to Fair Isaacs, the company that produces the FICO score used by most education lenders, one “inquiry” will generally result in a 5 point reduction in the FICO score. However, since people with six or more inquiries are eight times more likely to declare bankruptcy than people with no inquiries, it is best to keep the number of inquiries small. Also, if your credit history is short or involves very few accounts, an inquiry is likely to have a bigger impact.

    On the other hand, the credit reporting agencies do account for “shopping around” behavior for auto loans and mortgages, but not for education loans. When you apply for a mortgage or auto loan, they ignore any current inquiries within the 30 day period prior to scoring and treat any past inquiries within a short period of time (e.g., 14 or 45 days, depending on the version of the FICO score) as a single inquiry.

    This compensates for the impact of shopping around. They do not say whether applying for different types of loans (e.g., credit card, mortgage, student loan) counts as separate inquiries even if they are within the shopping around window, but that is likely the case. So the best advice is to apply for all your mortgages and auto loans within a short time period (e.g., a week or two) and to not apply for too many loans.

    You are entitled to a free copy of your credit report from each of the three major credit reporting agencies once a year. You can obtain these free credit reports from www.annualcreditreport.com. FinAid recommends spacing out the free credit reports throughout the year, getting a report from just one of the credit reporting agencies each time, so that you’re getting one report every four months.

    Beware of sites with similar names that may charge you a fee for your credit reports or additional services. Also, the free credit reports do not necessarily include your credit score.

    If you want to buy a copy of your credit reports, including your credit score, you can get it from each credit reporting agency directly. The major credit reporting agencies are:

    *0% interest on all Purchases of £200 or more for 6 months made at George.com. This offer excludes Cash Advances, ATM withdrawals, Balance Transfers and Insurance. At the end of the 6 months, if you haven’t repaid your George purchases in full, we’ll apply your standard interest rate for purchases to any outstanding balance.

    If you pay your account in full and on time every month, then you won’t pay any interest for up to 50 days on your purchases. The minimum monthly repayment is calculated as 1% of the balance owing plus outstanding fees and interest, or £5, whichever is greater.

    **0% interest on balance transfers for 12 months, when made within 90 days of account opening. We’ll apply a fee of 3% (£3 minimum) per balance that you transfer, however we cannot transfer balances from other Creation accounts that you may have.

    If at the end of the 0% period you haven’t paid off the amount of the Balance Transfer, interest will become payable on the remaining balance at your standard Balance Transfer rate. Minimum value for Balance Transfer is £50. All other transactions during the promotional period will attract interest at your standard rate. 0% offer may be lost if at least the minimum payments are not made on time or the credit limit is exceeded.
