Exclusive: EU plans carbon credits, not quotas, for electric vehicles

BRUSSELS (Reuters) – A European Union proposal to promote electric cars will shy away from quotas and instead include carbon credits that carmakers can use to offset emissions targets, EU sources told Reuters.

The proposal is expected on Nov. 8, the sources said, and will introduce new CO2 standards for cars and vans for beyond 2020 to help to achieve the bloc s goal of cutting greenhouse gas emissions by at least 40 percent below 1990 levels by 2030.

The sources said the European Commission s draft law will set a target for passenger car fleets of a 25-35 percent reduction in average CO2 emissions by 2030 and 30-40 percent for vans. The final figures within the ranges will be decided in a high-level discussion among EU commissioners closer to the date.

European carmakers have lobbied for a 20 percent cut and called for compliance to be conditional on consumer uptake of electric cars.

However, outrage over Volkswagen ( VOWG_p.DE ) cheating on emission tests in the United States has put pressure on EU regulators to seek tougher controls over car industry emissions.

In a nod to manufacturers concerns that infrastructure for electric vehicles is lacking, the proposal will include 800 million euros ($943 million) of EU funding for governments, regions and cities to build accessible charging points, plus 200 million euros for battery development between 2018 and 2020.

U.S. and EU sources said that the innovative carbon credit initiative was inspired by talks with regulators from California — viewed by many in the sector as the leading laboratory for policy on electric vehicles.

Unlike California s zero-emissions policy, the EU proposal includes no mandates and the carbon credits will not be tradable.

The credits will be based on automakers performance against a benchmark for sales of low-emission vehicles as a proportion of their fleets, the sources added.

Asked about the contents of next month s proposal, Europe s climate commissioner Miguel Arias Canete said: Beyond setting a general emission-reduction target for cars and vans, we are considering, for the first time, different kinds of incentives to accelerate the penetration of clean vehicles . Personally, I do not like mandates or quotas.

A crediting system rather than production quotas would allow a more flexible approach, which would provide a continuous incentive for innovation , he added.

When looking to get a credit card, there are a variety of things you should consider. If you want a rewards card to use frequently, you might not mind paying a $100 or $200 annual fee. You should also consider the regular APR (as opposed to the introductory rate) and the interest rate. A good interest rate is dependent on how you will use the card. For example, a 20% interest rate is fine if you plan on paying off the balance every month.

It pays to ask these kinds of questions before you fill out the application form. Here are 9 questions you want answered before you sign on the dotted line.

The “very first question” the consumer should ask is, “Why am I applying for this card? Why do I need this card?” says Bruce McClary, media director for ClearPoint Credit Counseling Solutions, a nonprofit affiliated with the National Foundation for Credit Counseling

Some positive reasons: The card has low or no fees, a lower interest rate or offers a rewards program that suits your spending habits. “It has to make sense, and it has to fit into your overall lifestyle,” McClary says.

Do you pay off your credit card balances every month? If so, “you don’t care what the interest rate is because you won’t pay any,” says Ric Edelman, author of “The Truth About Money.” “But you care about the (annual) fee,” he says.

If you run a balance, you want the lowest rate you can get, even if that comes with an annual fee.

One clue to your usage: “Look at your past history,” says Edelman. “Because what you’ve done before is what you will be doing.”

If you’re shopping for a card, chances are you’re comparing card terms. But if an issuer sends you an offer, it’s tempting to apply and see what you get.

“It’s really difficult to pick one (in isolation),” says Kelly Rogers, chief development officer for the Consumer Credit Counseling Service of Orange County and adjunct faculty at Chapman University. “If someone just shows you one car, how do you know if it’s the right car for you?”

Her advice: Do a side-by-side comparison of several different cards before you apply.

Don’t be afraid to plug the card name, “complaints” and “customer service” into your favorite search engine. “I go through and see who has the least amount of complaints and issues,” says Rogers.

Some cards will give you a range of rates you could get, but often that window is pretty wide, says Nick Bourke, director of the Safe Credit Card Project at The Pew Charitable Trusts. Other cards may offer a specific rate (or terms) and either approve or reject you.

If you’re operating totally in the dark, you have another option: Apply by phone and push for an answer on your rate and credit line before the account is opened.

While there are no guarantees, sometimes you can get an answer, says Bourke.

“I’ve actually done this myself,” he says, admitting “you do have to go pretty far in the process.”

You may have to ask for the department that’s actually evaluating your application to get an answer, he says.

“The thing that you want to do is when you’re talking to the person on the phone taking your application is you want to push them as hard as you can to get your APR and credit line,” Bourke says. Then, once you have the information and before the account is opened in your name, “you can say yes or no at that point,” he says.

According to the Credit Card Accountability, Responsibility and Disclosure Act of 2009, if a card offers a lower interest rate during an introductory period, the promotional rate has to last at least six months. While that introductory offer may be appealing, the regular rate is what you’re really buying.

So find out when the introductory APR expires and what the new rate will be. You can find this information online in the terms and conditions for the card or you can ask a service representative.

Another smart question: How long is that grace period? “Some cards start charging interest immediately,” says Edelman. A card can have different grace periods for balance transfers and cash advances than it does for purchases.

You can find information about the grace period in the credit card offer, thanks to federal rules that took effect in 2010. Look for a summary table of rate and fee disclosures, which will include a statement that explains how to avoid paying interest.

If you’re getting the card for points or rewards, this is one you definitely need to ask, says Josh Frank, senior researcher with the Center for Responsible Lending. Some issuers will revoke rewards if you’re late with a payment by even one day, he says.

“A lot of times, the answer they will give you is that they can take away or reduce your rewards for any reason,” he says. While that’s true, the issuer will have a policy on revoking or reducing points, and that’s what you want to ask about, he says. Under what specific circumstances would they reduce or eliminate a customer’s points?

In most cases, “this is one the customer service agent should know the answer to,” he says.

Some card issuers use your purchase records to assess your ongoing creditworthiness.

That means if you suddenly use your card to purchase retread tires, pay for a session with a marriage counselor or make a purchase at a market on a sketchy side of town, you could see your APR climb or your credit limit fall, says Frank. If you see this practice as an invasion of privacy, ask beforehand if the issuer does this, he says.

How to phrase it: Can my transactions ever be used in rating my credit risk?

And that’s one question the customer service representative “might not know the answer to,” says Frank. “You might want to ask them to transfer you to the credit department manager.”

If you are guaranteeing a card account by co-signing for a college student, ask if you will be on the hook for the debt after the other party turns 21, says Chi Chi Wu, staff attorney for the National Consumer Law Center.

Many times, “there is nothing to prevent the issuers from saying you’re going to be guaranteeing this card 15 years from now — long after junior is out of college,” she says.

In addition, find out exactly what has to be done to get you off the account. Are you free to complete those steps yourself? Or will you need the cooperation of someone who might not want you — and those charging privileges — to go away?

Federal regulations limit your liability for unauthorized credit card charges to $50 if you report it within two business days. The longer you wait, the more you may lose. Many issuers cap losses at zero dollars, provided you follow a few rules. So find out how the card would handle charges you didn’t make, says McClary.

Also, does the issuer monitor usage and shut down the card if it sees out-of-the-ordinary charges or spending locations? That feature can be great if you always use the card for the same types of purchases in the same geographic area, but cumbersome if you’re getting the card for travel.

While it sounds counterproductive, you want to ask some detailed questions on how the issuer will treat you if you run into financial problems, says McClary.

Will you lose points or benefits? Will you be hit with late fees or a penalty rate? Ask what those penalties are or look online at the terms and conditions for the card.

Some issuers have programs to slash interest temporarily for customers who get behind, he says. Others don’t. So find out ahead of time what kind of programs the issuer offers that will help you rehabilitate your account and restore your original terms, McClary says.

Ask about the “worst case scenario,” he says. “When do they consider an account to be charged off? And when do they send an account to a collection agency?”

“It may be a little tough to get a hold of that information because it might not be readily available at the customer service level,” says McClary. “You may have to punch it up a level.”

In order to receive a secured credit card, you have to deposit a certain amount of money with the credit card issuer – usually 1-2 times the credit limit available.     Secured credit cards are a great option for people who have no credit history or who need to repair their existing credit history; they can also be great for immigrants who are new to Canada. Whether it’s your first credit card or a way to fix your credit history, secured credit cards allow you to use a credit card and prove to lenders that you can be a responsible borrower.

    What are the disadvantages of secured credit cards?

    While secured credit cards can be great for building credit, and may be the only option for some Canadians, you should be aware of a few disadvantages. First, compared to unsecured cards, secured credit cards tend to have higher interest rates (above 19.99%). You are also required to give a security deposit and you cannot access these funds while you have the card. Some lenders may also ask you to pay a setup fee, which is a small percentage of your credit limit (i.e. 3.00% of $1,000 = $30 setup fee). These measures aren’t meant to deter you from applying or using the cards; they are simply put in place so you can prove you are serious about being a responsible borrower.

    What happens to my security deposit?

    While you cannot access the security deposit while you have the secured credit card, your deposit can be placed in a guaranteed investment certificate to collect interest, which will later be returned to you, when your credit improves and you qualify for an unsecured credit card.

    How long do you have to use a secured credit card?

    If you use your secured credit card responsibly (i.e. pay off your entire balance on time each month), your lender will eventually offer you an unsecured credit card and return your security deposit to you. It could take 12 to 18 months, depending on your prior credit history and how good the lender feels about you as a borrower.

    Do I have any other options?

    Yes! Although you may not be eligible for most traditional unsecured credit cards, there is a type of card which specialises in offering credit to those with lower credit scores who are looking to re-build their credit. If you have a credit score of at least 500 or above and meet certain conditions, you may be eligible for an unsecured credit card, such as the Affirm MasterCard. However, although this card doesn’t require a security deposit, you should be aware of the higher interest rate before applying.

    The Blackpool Fylde and Wyre Credit Union, which also traded as Guild Money in Preston, has a brand new name and a fresh new look as it seeks to help more people than ever before. The not-for-profit ethical lender has today become CLEVR Money in a move that signals the start of a number of changes designed to improve customer services, launch new products, and help the business to grow.

    The community bank will still provide the same safe savings accounts and affordable loans to people living or working in the Fylde coast and Preston, with the same friendly faces behind the counter providing a personal, one-to-one service. But members will also now be able to do much more from the comfort of their own home with the launch of the new Clevr.Money website, complete with a nifty loans calculator and online application process,

    Members will see the new brand rollout from today, as new signage has also been installed at the Birley Street headquarters and all future communications with customers and stakeholders will be delivered under the CLEVR name. While the organisation remains true to its roots, it is hoped the new brand will also appeal to those people who have never engaged with the credit union before.

    Mike Barry, chief executive of CLEVR Money, explained: “We’ve changed our name but not our values, we are still about people, not profit. We remain committed to providing fair and affordable loans to those who struggle to get credit elsewhere, and who often end up in a spiral of debt with high interest payday and doorstep lenders.

    “But we also want to demonstrate that we’re open for business to everyone in the area, even those who might not necessarily think a Credit Union is for them. Everybody has the right to access fair credit, and joining the credit union is a genuinely smart option for anyone looking to save or borrow money.

    “As a not-for-profit lender there’s no shareholders walking away with big pay outs, the money is reinvested or shared with members.     Always follow these rules: Only take a HP for a new account. Always use the best rewards card for that reward category. Don’t close a card unless you know you really should. Never use more than 35% of a credit limit. Recon as much and as best you can. Use the introductory period to the best advantage. Get the signup bonus. Whenever possible PIF or balance transfer so you pay less in interest. Never give an excellent rating when it is actually the norm. Always look for a discount as more is always better.

    WOW thats an impressive list of stores they back. What are the typical scores and CRA they pull? Are they generous like GE in CLI’s?

    I think they pull Experian. They didn’t do a hard pull for my Visa. They are small but steady. My Marathon card started as a $150 limit and is just over a year has reached $900. I tried yesterday for another CLI, but no go. Oddly, Walmart went to $1700 from a $1000 and I think I have had the account 7months. So GE seems to be a little more generous if you maintain your account well with them. Heck I have a Belks with GE I have never used and they increased my limit from $300 to $800 when I asked at the third month.

    Oh, and yeah that is a pretty big list and I do suspect that I missed a few.

    Oh yes they are! I am not sure if it is the best business sense or not. It seems like they might be opening themselves up to losses, but I am sure they must have some risk management model going on. Maybe they are giving higher limits to those who have truly proven themselves and less to the more riskier people. I mean I could go hog wild with all the credit I have! (I am not going to, but just saying!) I just wish GE were better about interest rates. They are definitely geared to the people at the lower end and to those who don’t carry balances. I imagine this is part of their risk model! I wouldn’t mind doing a study on it one day if I have free time.

    I think Comenity is nice for the fact that they don’t really do hard pulls often, even for some new accounts. Once they have you as a customer it becomes less of a need for a hard pull as a soft pull can pretty much give the same information coupled with how you have handled your other accounts with them.

    I remember in the 90’s many gas stations were doing promotions that if you had another gas card or credit card you could get an account with them. While you weren’t always approved there were many that went by the fact that if you already had a card, then you must be OK. This was obviuosly more riskier than what Comenity is doing. I think Comenity uses another service which better analyzes you credit. I keep seeing the companies name on my credit report for soft pulls on occassion but I have not ever actually thought about who was doing it, maybe it is Comenity or GE. Actually it is two; Credco and True Credit; both of which say afterward My Credit Health.

    How to Get a Credit Card After Bankruptcy

    Credit card issuers fear bankruptcy, because consumers often can wipe out or reduce unsecured debt, depending on whether they file for Chapter 7 or Chapter 13 bankruptcy. However, once a consumer wins a bankruptcy discharge, his credit profile often looks better to lenders. Your credit score may take a significant hit, but since you can t file for bankruptcy again for years, creditors know you can t use bankruptcy to erase your debts.

    Bankruptcy Types

    Chapter 7 bankruptcies generally are completed in about 90 days. Because unsecured debts generally are discharged, your debt-to-income ratio improves quickly. If you want to get bankruptcy over with quickly, that s your best option. Chapter 13 allows you to reorganize your debts and repay obligations over a three- to five-year period. This means you ll be mired in bankruptcy for longer, but because it shows more of a commitment to paying obligations, it may look a little better to lenders. You can t have debt discharged in a Chapter 7 bankruptcy for eight years once you ve completed the process. The waiting period between Chapter 13 discharges is at least two years. In either case, lenders know your options for relief are more limited.

    Secured Credit Cards

    A secured card may be your best bet to rebuild your credit in the short term. With a secured card, you provide the issuer with an initial deposit that the bank retains as collateral. You then receive a credit line that s generally equal to the amount of the deposit. As long as you pay your monthly bills as agreed, that original deposit doesn t get touched; it s only used if you fail to settle your obligation. Because that reduces the risk to the issuer, a secured card generally is easier to get, and as long as the activity is reported to the credit bureaus, it can help you rebuild your credit score.

    Unsecured Credit Cards

    It might take you longer to get approved for an unsecured card, but not much longer. Those who have discharged their Chapter 7 bankruptcy often see unsecured credit card offers in their mailbox within a few months, if not sooner. Be prepared for lower credit limits and higher interest rates and annual fees than you had in the past. Rather than accepting the first offer that comes your way, check with your credit union or bank. It may be willing to offer you better rates if you ve managed your checking and savings accounts well and avoided numerous overdrafts.

    Retail Cards

    Getting a retail or gas card isn t always easier than an unsecured card, because many of the same issuers are making the credit decisions. Citibank, GE Money Bank, Chase Bank, HSBC and World Financial Network National Bank handle most of the credit accounts for consumer stores. Your timeline for retail cards is similar to that of unsecured cards: In general, you ll start getting offers and approvals a few months after you complete bankruptcy. However, you may be able to get cards approved with low limits relatively quickly, because merchants know you re not a risk to escape the debt through bankruptcy again for years.

    So you’ve done your research and found out your exact credit scores. Now what? What does that number actually mean? Are they good credit scores? Or bad credit scores? Will lenders consider it to be within an acceptable credit score range when deciding to loan you money?

    The first thing to know about FICO ® Scores are their meaning for you: they’re one of the metrics a lender uses to identify your creditworthiness. They help lenders see how high (or low) the risk of you becoming delinquent on a loan is. Simply stated, the higher the scores the lower the risk.

    The second thing to know is that each number is based on your credit report data from one of the three major credit reporting bureaus: Experian, TransUnion and Equifax. From your payment history and the amount of your outstanding credit to the length of your credit history and credit mix, formulas have been developed to use this data and determine your FICO ® Scores.

    Now that you know what good FICO ® Scores are and how they’re calculated, it’s time to find out if your scores fall within the good credit score range, bad credit score range or somewhere in between.

    What’s a good credit score range?

    For now, we’re going to focus on FICO ® Scores because these are the scores used by 90% of top lenders. Base FICO ® Scores (FICO ® Score 8) range from 300-850, while industry-specific (auto and credit card) FICO ® Scores range from 250-900.

    For a better idea of credit score ranges and what they represent, here is a summarized analysis of FICO ® Score 8 credit scores:

    Score: Exceptional. This credit score range is way above the national average and borrowers within this range will most likely not have a problem getting credit.

    Risk: Low. About 1% of consumers with credit scores of 800+ are likely to become delinquent.

    740 to 799:

    Score: Very Good. This score range is also above the national average and borrowers in this range are at a great advantage in both the likelihood of getting credit approval and being offered lower interest rates.

    Risk: Low. About 2% of consumers with credit scores of 740-799 are likely to become delinquent.

    670 to 739:

    Score: Good. A “median” range, this score identifies a borrower as “acceptable” which means he or she might not get as low an interest rate as those in a higher credit score range.

    Risk: Medium. About 8% of consumers with credit scores of 670-739 are likely to become delinquent.

    580 to 669:

    Score: Fair. Since this score range is below the national average, these borrowers will have a more difficult time getting credit and, if they are approved, will more likely than not end up paying a higher interest rate than those with better credit.

    Risk: Medium-High. About 28% of consumers with credit scores of 580-669 are likely to become delinquent.

    579 and lower:

    Score: Poor. Consumers who fall within this range are considered a poor credit risk and may be rejected. Many who fall within this range must often put down a deposit or pay a fee to obtain a credit card or home utility services.

    Risk: High. About 61% of consumers with credit scores of 579 and lower are likely to become delinquent.

    FICO also provides industry-specific scores which assess the risk on a specific type of credit obligation, namely: car loans and credit cards. FICO ® Score 8 credit scores are often used in mortgage loan evaluations. The formulas that determine these scores provide lenders with a “refined” assessment tailored to the specific type of credit the consumer is seeking. Although industry-specific scores range from 250-900, you can use the FICO ® Score 8 and risk descriptions above to get a good idea of what differentiates an exceptional industry-specific credit score from a poor one.

That’s why the lender will require a professional appraisal. They need to be sure the property is worth more than the amount of the mortgage.
    • A CO-SIGNER – If you have bad credit a lender is much more likely to approve a mortgage if you have a trusted friend or relative who is willing to cosign for you. Having a reliable co-signer reduces the lender’s risk because if you are unable to make payments, the cosigner will be required to.

    There are a lot of myths racing around online about how your credit cards impact your credit score. It can be confusing because the way credit scores are computed doesn’t always match with actual credit-worthy behavior. So you might think that canceling all but one of your credit cards is a smart financial move for you, but it would actually hurt your credit score a lot. So here’s the skinny on how to properly use your cards to help, not harm, your credit score. (See also: Rebuild Your Credit in 8 Steps)

    Pay on Time

    Your payment history is 35% of your credit score. That’s the largest impact any single factor is going to have on your score. Set up alerts or auto payments. Do whatever you have to do to make those payments on time, every time. It’s not the late fee that’s going to hurt you the most.

    Pay It Off

    The next biggest factor contributing to your score is your credit utilization ratio. That’s how much you owe versus how much credit you have. The lower the ratio, the better your score. Paying down your debts will definitely lower the ratio. This is also something to watch out for when you apply for a loan. To get a good interest rate, you want the highest credit score possible, and that means lowering your debt and no splurges on credit (even if you have the cash to pay it off).     Ask for Credit Limit Increases

    If paying down your debt isn’t possible immediately, you can lower your credit utilization ratio another way: Get more credit. Call your credit cards and ask for a credit limit increase. If you’ve been a good customer (which basically means you’ve been paying on time), you can probably get an increase immediately. (You can also apply for a new credit card but that temporarily lowers your score due to it being a new account.) However, if you raise your credit limit and then raise your debt by the same amount or more, you’re dinging your score. Keep your eye on the ball.

    Keep Your Accounts Open

    When you close a credit card account, it lowers the amount of credit you have, so it raises your credit utilization ratio, which then dings your credit. If you really must cancel some cards, choose cards with a lower available credit. If you have several cards with the same bank issuer, you may be able to transfer the available credit from the card you want to cancel to the card you want to keep.     Keep Your Oldest Accounts

    How long you’ve had credit makes up 15% of your score. If you applied for a credit card when you were in college, whether you use it or not, keep that account open. You can sign up for better credit cards that offer rewards and use those, but don’t cancel your oldest one.

    Follow these basic tenets to help keep your score as high as possible. I always recommend checking your credit history once per year to make sure that all of the information is accurate. You can do this free of charge with each of the credit bureaus and it won’t affect your credit score.

In addition, lenders must decide on the lowest score you can have and still borrow money from them. They can also use your score to set the interest rate you will pay.

    Some credit-reporting agencies report the lenders’ rating of each of your credit history items on a scale of 1 to 9. A rating of 1 means you pay your bills within 30 days of the due date. A rating of 9 means that you never pay your bills at all or that you have made a consumer debt repayment proposal to the lender. A letter will also appear in front of the number: for example, I2, O2, R2. The letter stands for the type of the credit you are using.

    • I means you were given credit on an installment basis, such as for a car loan, where you borrow money once and repay it in fixed amounts, on a regular basis, for a specific period of time until the loan is paid off.
    • O means you have open credit such as a line of credit, where you borrow money, as needed, up to a certain limit and the total balance is due at the end of each period. This category may also include student loans, for which the money may not be owing until you are out of school.
    • R means you have revolving credit, where you make regular payments in varying amounts depending on the balance of your account, and can then borrow more money up to your credit limit. Credit cards are a good example of revolving credit.

    The most common ratings are R ratings. These are known as North American Standard Account Ratings and are the most frequently used. The R indicates that the item being described involves revolving credit. If you always pay on time, it will be coded an R1. If an amount was written off because you never paid it back, it is coded R9. The R ratings are a coding system that translates on time , one month late , two months late , etc. , into two-digit codes. 3

    Curious. But the big question is: Wouldn’t it be easier to just start at zero?

    Somebody, please, help these experts. The consumer can’t take much more expertise and help.

    What is the FICO credit score scale?

    The FICO credit score scale is 300 to 850. So, the range is 550 (850 minus 300).

    And, here come conflicting statements from the FICO credit score company, itself. On July 22, 1999, at the Federal Trade Commission’s “Public Forum : The Consumer and Credit Scoring” a Fair Isaac representative entered the following into the records:

    Well, there are many different credit scoring systems. In the Fair, Isaac credit bureau systems, which is probably what you’ve got in mind, the range is from somewhere in the low 300’s to something close to 900. Again, you don’t see many 900’s. You don’t see many 325’s.

    Today, according to Fair Isaac, you don’t see any 900s.

    Here’s Fair Isaac, again, on June 22, 2000 in an online chat “Color of Money Live With Michelle Singletary – Credit Scoring with Craig Watts of Fair, Isaac and Company, Inc.“:

    FICO scores range from the 300s to the 900s, with scores at either end being very rare.

    Not an insignificant event. That’s when we found out that “close to 900” meant over 900, too. Imagine the time wasted by the 850s who thought they could get to 900. And these have to be some of the smartest people in America, whiling away their hours worrying about a ghost when they should have been solving big problems, creating a better world.

    Consumers’ understanding of credit scores

    Fair Isaac loves statistics. It’s a statistics company, so there’s nothing weird about that. Here’s one: “49% do not understand that credit scores measure credit risk.”

    But the company’s 2004 booklet “Understanding Your Credit Score” states, “FICO scores range from about 300 to 850.”

    About 300? Is it 300 or not? This isn’t just some ranting boob with a web site going off half-cocked, this is the company that created the score.

    No wonder 49% don’t get it.

    The FICO score distribution chart doesn’t list an 800-850 category. It’s “800+.” And that segment is more crowded than it was before. Now, 13% have scores of 800 or more, up from 11%. You’re not so special, anymore.

    So, maybe things in the fancy secret algorithm changed. Or, maybe they just decided to lop off the tails of the distribution to stop the madness. Fair Isaac’s public response (or, perhaps, the new-and-improved, Fair Isaac ad agency’s response) to all this was to create an icon that says it, once and for all: “300-850.”

    It looks like a cross between a gold embossed foil seal on your diploma, a foot race medal, and the Good Housekeeping Seal.

    300 to 850? In this system of winners and losers, why can’t you get a score higher than 850? What if everybody gets an 850? Does that mean there is almost no risk? Do they bring back the 900s? Will the American consumer become the best investment in the world, dragging rates to even lower all-time lows?
